Not necessarily. Sometimes it's because there's a factor that's been overlooked, or not enough action has been taken, or some other reason.

It was down to this: I was going to the wrong spirits.

I've just had another look at the extreme NAP curse, and at how it works and it's just occured to me that I probably don't need to bind my attackers after all. But in case it turns out that I do, then I think my choice will be AA Michael or Elubatel.
