planetary intelligence and spirit

The intelligence controls the spirit. So you tell the intelligence to get the spirit to do something. But why do we have power over the intelligence? And do we?
One line of thinking is that it's hierarchical. That you need to invoke the divine name and the archangel first. Fine. So we do, and we tell the archangel to get the intelligence to get moving. And we tell the divine name to tell the archangel to do that. But then we just moved up the ladder, so now we are telling the divine name, which basically is like a Diety, to do something... wtf? Why does it do our bidding 100% of the time? And does it? Sure sometimes it might be along the lines it already wanted to move, but other times it's hard to believe that.
Another line of thinking is that as humans, if we can get contact with the spirits, we PWNED them and can boss them around any way we want. But then, why not go directly on the Spirit and boss it around, instead of telling the Intelligence?
I'm trying to get at the underlying philosophy. That all these ways WORK is one thing, but I'm going for the WHY?
