In germany, there is a forum where you need to register with your id-card, if you want insight to the closed section of the forum. A fee would also be a good idea.
PS: The funny thing is, that fee is the german word for fairy. So collecting a charge may be the same as charging a financial, egregorical fairy-fee for protecting the forum against the mob
