How would you get around to hexing someone when you don't know who they are.
For example someone mugs a loved one in a rough area, and you want to hex the mugger, but don't know who they are, how do you target and narrow down who it is you want to be on the receiving end of the hex?
Or is it simply better to do preventative magics to put in place so muggings won't happen in that area again, rather than trying to find a needle in a haystack?
