lack of concerns?

I have a need to do some serious hexing on someone. But it's for someone else, she doesn't have a full name or picture.
I have a first name and a phone number. Think that's enough? I still need to do a full reading on the situation and see what I can do. I might be able to get someone to draw a sketch of the guy to use as well, but I'm not counting on it. Any suggestions?
