Evocation-Physical manifestation-why it needs clairvoyance?

Why needs physical manifestation in an evocation the ability of clairvoyance, when it is physical and not astral? I dont understand this.
Is it possible to do astral projection/mental wandering and bring the deity to the physical plane to see it without clairvoyance?
