Archangel Michael = chief of angels? How about seraphim angels?

Hi guys,
I've always known that the archangel Michael is the "leader" or the "chief of angels". But according to this:

he is from the 8th choir of the angels, which is the "archangel" order. How can he be the "chief angel" when clearly there are angels in 7 orders that are higher than the archangel order?
Naturally, shouldn't the leader of the seraphim (which is 1st) order (whoever he/she is) be the "chief angel" then?
